Jan Lokpal Bill




What is Jan Lokpal ?




Anna Hazare spearheaded a nationwide campaign to demand a strong anti-corruption law, Jan Lokpal. In today's India despite strong evidence, corrupt people are not punished and Money is never recovered which was looted. Jan Lokpal Bill if turns into a Law will ensure the corrupt are punished, the money will be recovered and will be time bound.




  • Jan Lokpal will be setup at central Govt Level and Jan Lokayukta at State Level


  • All cases logged with Jan Lokpal will need to be investigated within 6 months, incase shortage of staff the case can be closed within 1 year by getting more staff.


  • No case should take more than a year for investigation at any cost.


  • Judgment of the case should be heard and corrupt personal to be punished within next 1 year.


  • No case would go longer than 2 Years from the time the case gets filed to the final date of verdict


  • Each govt dept will have to make Citizen’s Charter


  • Charter specifies who does what job and in how much time. E.g Charter will tell X officer will make ration card in Y days


  • If Charter is not followed, then people can complain to the Head of that department who will be designated as the Public Grievance Officer


  • PGO will redress the complaint within 30 days maximum


  • If PGO doesn’t satisfy the complainant, then a complaint can be made to the Vigilance officer of Jan Lokpal and Jan Lokayukta.
How to ensure that there is no corruption within Jan Lokpal or Jan Lokayukta?



  • Selection process for the members and Chairperson of Jan Lokpal and Jan Lokayukta has been kept transparent and participatory


  • Names will be put up on a website and public feedback invited.


  • All the meetings of the Search Committee and Selection Committee shall be video recorded and will be made public.


  • No complaint can be rejected without giving a hearing to the complainant. If any case is closed like this, all records relating to it will be made public.


  • Jan Lokpal Will have to publish every month on its website:
    o Cases received and cases disposed
    o Cases closed, reasons for closure
    o List of cases pending


  • All records of all works will be open to the public, except some which Affect national security or Endanger the whistle blower.



  • The Chairperson and members of Lokpal and Lokayukta will not be eligible for appointment to any position in the govt or for contesting elections after they leave office


  • Complaints against Staff, enquiry of complaint within 1 month.


  • If the allegation proved, Jan Lokpal or Jan Lokayukt will dismiss him from job in the next 1 month & Criminal case will be registered under various sections of Indian Penal Code and Prevention of Corruption Act

Person 1: Instead of decorating the Ramlila Maidan, why doesn't the Govt just agree to introduce the Jan Lokpal Bill in Parliament......can't they still figure out, this is what the entire country wants!!!!


Person 2: dont you understand.. The Ramlila Maidan cleaning, decoration and maintainance contracts have to be given to create another scam.. Jai ho !!

Person 3: i dont fully agree with what is going on... the idea is ri8 but methods adopted 2 carry them aren't.. even the jan lokpal bill z not entirely korrect'' it has its own pitfalls...

Person 1: There are always 2 sides to a coin, nothing can be 100% foolproof, but atleast the process of change should begin...in any case the Jan Lokpal Bill is much better than the Govt's Lokpal Bill....why isn't the Govt open to discussion on the bill in Parliament, ultimately this is what the people want...isn't that what a democracy is all about?

Person 1: This Govt has already proved how clean and effective they are in tackling corruption, terrorism, inflation and other issues.....why should any one trust them or listen to them now....they have forced the people to take this step

Person 3: but chidambaram has asked anna to form a govt and get their team in the parliament... the idea of jan lokpal bill is novel but sorry to say it is outdated.... had it been in 1947, it was a different case .... anyways half of the people who are in it fighting dont even kow what janlokpal bill z all about!!!! n a bill cannot be passed outside the frame of the constitution... 2 pass it, the laws of constitution has to be changed.... the educated society would never support this..as per the statistics only 5% ofthe populaton z supporting the cause... hats off to anna,, but unfortunately he has to realise he z an idealist and the rather than corruption existing in india,,, india z existing in corruption...


Person 1: The Constitution is not the Holy Bible...as society changes, the Constitution has to undergo changes...infact it has already had 94 amendments since it came into force in 1950...that's the sign of a progressive society. Secondly it comes into picture only After the bill is passed, Civil Society is asking for the bill to be presented in the Parliament ...it will then be voted upon...the Govt is not ready to even present it in Parliament....

Arvind Kejriwal, RTI Activist....they def know the laws, what can be done and what can't......Just coz india z existing in corruption is no reason that we continue to tolerate it.....


Person 1: The idealism of Anna Hazare has helped make Ralegaon Siddhi one of the richest villages in India today.....our Govt has only made the ministers rich!!!! between the two, i'd rather go by his idealsim....atleast it delivers results!!!

Person 5: Person 3 Sorry I dont know you but had to interrupt.. One question Have you read the Jan Lokpal Bill... why is the need to pass to bill outside the framework of the constitution... Jan lokpal if passed will be part of the constitution... and who said laws of the constitution is not changed... what are all the amendments that are done every time in the constitution... can we still live though out the centuries with the same constitution written in 1950 ...what u said is right that not even half of the ppl fighting for the bill knows whats init.. they only know one thing that this is aganist corruoption and can crub corruption... they are supporting this coz they are fed up with corruption like u and me...this is only congress view that 5% ppl support... i had taken two days off from office to create awareness abt the bill.. i saw that 7 out of every 10 ppl supported this 2 did not bother and 1 out 10 opposed this ....

Person 3: janlokpal bill doesnt state anything about who will govern their actions if found guilty... if it is passed "unmodified".., it would create havoc.... now the so called ministers are found guilty doing scams.., then those who are chosen by the people will be found guilty.... or else their will be blackmailing in the name of people power.... Arvind kejriwal (one of the drafter of the bill) z himself held and found guilty of corruption in the past.... how are we to trust him and his actions in the future.... when i said the janlok pal bill is outdated.. i meant the ideas are novel but not practically possible in todays world.. cuz unfortunately, willingly or not..we are all a part of corruption (be it on a small or big scale.. from breaking traffic rules, to saving income tax and avoiding vat)..the bill if passed unmodified would be outside the frame of current constitution cuz the existing constitution doesnot place anyone above the P.M and Parliament... in that case, the constitution laws will be needed to dissolve and fresh laws will be reqd to implicate.. recently, INDONESIA has done this and one of the ways they adopted was ask for people's suggestion on sites for facebook to form new laws... i personally think it would be a gud idea to do so....As for anna hazare and his team.. all respect and thanx to them for opening the common mans eyes towards it....

Person 8 Very much agree with Person 1 and Person 5….to articulate more on Person 1's and Person 5's point to Person 3 1)Methods carried by ANNA is purely correct....which is called AHINSA (peacefUl protest) by which we got our INDEPENDENCE 64 yrs ago. Please recollect our history 2) only 5% of the populaton z supporting the cause is absolutely non-sense. Even people thronged on the streets is more than 5% and peoples like us who has office constraints, time constraints are also indirectly supporting through all possible channels, which accumulates to 90%. Who cares about the damn 10%.Also to add....the DABAWALAS of Mumbai who has an history of serving people for last 120 years without taking off for even 1 single day, had come on to the streets to suppport the cause. Do watch the NEWS ... 2) Person 3 , truely many peoples who are supporting the cause, dont know what LOK pal is abt, but they are really fed up with current condition of the country which leverged them to support ANNA. If you are happy what is going on....then keep yourself away from this. But please don't discourage people from such statements of yours, pardon me but it is shameful act. 4) Bcoz of this LOK pal, if one day INDIA would be a better place to live then please don't tell "MEIN TO MAZAK KAR RAHA THA.......

Person 1: @Person 3 Just a small update on Arvind Kejriwal...he is an ex IRS officer who quit his job to form Parivartan...an org that helped ppl get ration cards, electricity conn, etc, without paying bribes....he actively campaigned for the enactment of the Central RTI Act and held nationwide awareness campaigns for it...he was awarded the Ramon Magsaysay Award (aka Asia's Nobel Prize) and donated the $50k prize money to set up the Public Research Cause Foundation.....given a choice would you trust him or the ministers who have cheated the country out of 100s of crores of rupees???

Person 5:@ Person 3 … I request you to please go through my blog www.m2sp.blgspot.com for a few detail on Jan lokpal. Who told u there is nothing mentioned on who will govern the actions on Jan lokpal…
1) Jan lokpal will be selected by 10 core ppl which will include PM, Leader of Opposition, 2 Youngest Supreme Court Judge, 2 Youngest IAS officers.. they will select the 10 member team which will be put on website for public to decide. Then interview will be taken which will be captured on Video and made public.
2) Janlokapl would be required to update the website with all the cases that are logged with a brief details and the status every month
3) If there is any allegation on the members enquiry will be done which will need to be completed within a month and trail in next month so max 2 months.

Also who told u Arvind Kejriwal has corruption charges against him. He is a mechanical engineer from IIT and was working with Tata Steel earlier. Then we joined various social organization later joined Indian revenue services where he found the corruption level in govt organization and the lack of transparency. He is one of the key person to bring the RTI act.

You are wrong at saying that no one is above PM and Parliament President is above them so is the court of Justice. Jan lokapal would not be above these two , but can look into the cases if any logged on the judiciary system.

I am not aware of Indonesia so I will not comment on that.

Person 5: I agree with Madhu also on what he said... its almost 90 %^ of the population who supports this... Also waht Person 1 said is right on Arvind Kejriwal

Person 5:@shadab If the law come sin force its not that corruption will vanish in one day.. it will take atleast 4 -5 years before we can see the result... and surely corruption will not go 100%.. no country is 100% corruption free... it will be there but not as much as we see here...
